“Mr. Williams criticisms in Transportation Regulation are inefect limited to my recommendation in the Marasmus that the regulatory functions of the ICC should be placed within the Department of Commerce and should be subject to the general policy guidance of teh Secretary of Commerce. He does not defend the existence of the ICC as such; he does not question the desirability of transferring the ICC’s executive functions to the Department of Commerce; nor does he raise the issue with the idea of dividing regulatory functions among three separate commissions.”
