“For many years a problem relating to the nature of the American party system has confronted politicians and reformers on one hand and historians and political scientists on the other. Can minority groups and reform movements best obtain their objectives by working inside or outside the major parties? Are American parties only shifting coalitions of conflicting groups or is a “party of principle” possible on the American scene? For the politician these questions involve important consideration of political tactics; for the historian an understanding of the basic pattern of American political history is at stake. Many organizations in practical politics and many writers on political topics have answered these questions in various manners. Among these are the Nonpartisan League and its leaders are conspicuous. Naturally, the experience of one organization will not furnish a complete answer, but it will shed light on the problem and contribute to the formulation of an answer. Becauseof the variety of the tactics which the League employed in its six-year period of greatest success from 1916-22 there are few better subjects for the study and analysis of the intricacies of this problem.
