Decrees of the court tell state officials and employees, teachers and school administrators, staff and administrators of hospitals, mental hospitals, schools for the retarded, government contractors, and indeed all employers, what they may or may not do. Lawyers interpret these decisions for the rest of us, who may well be called the defendants; and these days, more and more of us are defendants.
