Excerpt: For the past several decades, public and private institutions in the United States have operated under a system according to which designated minority groups receive special advantages in employment and education. Although much has been written about this highly controversial policy—the first articles in COMMENTARY dealing with it go back over 25 years—astonishingly it has never been debated in the United States Congress, and only lately, as signs of public opposition have grown more intense and found expression both in the political arena and in the courts, has it become a subject of discussion at the national level.
