In James Reston’s dispatch in THE TIMES of March 26 it is shown that the question of who initiates armed action under the Constitution was debated in the earliest years of the Republic, and was a critical point in dispute between Hamilton and Jefferson. But, I think, it might fairly have been stated that in no particular has the Hamiltonian doctrine of broad construction of the Constitution been more completely vindicated.
