Wall Street Journal, February 2, 1998.

Excerpt:

Good news is everywhere. Crime rates are falling; welfare rolls are plunging; unemployment is at rock bottom; teenage births are down. Name an indicator, economic or social, and chances are it has taken a turn in the right direction.

This happy story is worth celebrating. It is also a story that begs to be disentangled. For what is happening to the nation as a whole is not happening to the subpopulation that we have come to call the underclass.
