In April 1995 I was asked to testify before the Senate Finance Committee on the welfare reform bill then under discussion. As I write (mid-November 1995), the Senate and House conferees are trying to reach a compromise between the bills passed by the Senate and the House, the Democrats are brandishing studies saying that the Republican plan would push a million children below the poverty line, and President Clinton is threatening to veto the compromise bill unless it is made less “harsh.”
